Building Permits
Applications
We are digital! Please submit your plans through our ONLINE BUILDING PERMIT PORTAL You are required to create an account before submitting the online application. The City Inspect platform is used to track plan review and inspections for your project. You can make the required payments through the portal and print the issued permit. Call the Building Department for assistance if needed.
If you are unsuccessful at setting up an account on the online building portal, contact the Building Department. We will assist you in the application process in what ever way possible.
Applications are reviewed in the order they were received. Most permits take approximately two weeks for review. Remaining fees minus the application deposit must be paid at the time the building permit is issued.
Building permits are required on any new construction, remodels and repairs including (but not limited to):
- Additions - see checklist under Documents on right column
- Any electrical, mechanical or plumbing
- Basement Finish
- Carport - see checklist under Documents on right column
- New Commercial buildings
- Any changes to Commercial Buildings (Tenant Improvements)
- Decks
- Demo
- Detached garages, sheds, etc. which measure in excess of 200 square feet (and any electrical or plumbing in any size structure) - see checklist under Documents on right column
- Electrical services - upgrades and most repairs
- Fences over 7 feet in height
- Furnace / Air Conditioning and Water Heater Replacement - mechanical application
- Gas Sizing Upgrade (Checklist)
- Transfer Switch
- Remodels (Checklist)
- Retaining walls that are more than 4 feet from the bottom of the footing to the top of the wall
- Signs (Checklist)
- Single and Multiple Family Dwellings (PDF)
- Swimming pools
- Starting January 1, 2010, Residential Re-roofs that require stripping of the old roofing (see roofing requirements).
Flat cement work does not require a permit UNLESS work is being done in the City right-of-way (1 foot inside of sidewalk to the street). Permits for any work done in that area can be obtained at the Public Works Department. If you are unsure if your project requires a building permit or have a code question, please call our office with your questions.
Notice of Adoption of Application Fee & Impact Fee Increase
All building permit applications received after January 17, 2023 will be charged a non-refundable application fee. This fee is processed upfront and is a deposit towards the total building fees due upon issue. The permit contact will be notified by e-mail of the amount balance due once the permit plans are approved. The building application deposit fees are as follows:
- All residential types $25
- Commercial new buildings $1,000
- Commercial Tenant Improvement/Remodel $100
- Commercial Mechanical $25
- Commercial Signs $25
- Commercial Fire Alarm and Sprinkler $100
An updated Impact Fee Facilities Plan and Impact Fee Analysis were adopted by the Kaysville City Council in February of 2019. The adoption of this new Impact Fee Facilities Plan means an increase in Impact Fees effective July 1, 2019.
Any building permits received after June 30, 2019 that require payment of impact fees will be assessed at the new rate. Questions may be addressed by calling Kaysville City Building Department at 801-544-1363.
Attention All Contractors: Credit Card Policy Change for Building Permits
As of August, 2022, all credit card transactions for building permit fees will be assessed a 3% convenience fee. American Express will not be accepted regardless of transaction amount. This policy is the same for payments in person, over the phone or on-line via the City Inspect portal. The convenience transaction fee will not be added for checks or e-checks on the portal. This convenience fee policy change is a result of Kaysville City's on-going credit card agreement.
Building Inspections
Inspections can be scheduled by calling the Building Department at 801-544-1363 during office hours with at least a 24 hour notice. Office hours are Monday through Thursday 8:30 a.m. to 5 p.m. and on Fridays 8:30 a.m. to 1 p.m. Inspections may be scheduled through 12:30 pm also on Fridays. The permit number is required to schedule an inspection. We do not do same day inspections.
The following inspections, not necessarily in this order, are required: Water and Sewer Laterals, Temporary Power, Footings, Foundation, Under Ground Plumbing, 4-Way (Framing, Electrical, Plumbing, Mechanical), Flashing, Gas Line, Insulation, Permanent Power, Shower Pan, Final Site Inspection, and Final. Inspection schedules generally fill up one to two days ahead of time, so please plan ahead.
Pursuant to Sections 10-6-160(2) & 15A-1-105 of the Utah Code, the City has contracted with the following third-party inspection firms to conduct inspections in situations where the City cannot complete a requested inspection within three (3) business days after the day on which the City receives the request for inspection.

Prior to contacting a third-party inspector, you are required to notify the City Building Official in writing (by email or letter delivered to the City Building Official) that you are doing so. Third-party inspections are not authorized until:
- The City has confirmed that it cannot conduct its own timely inspection: and
- You have notified the City you intend to utilize the third-party inspection service. Utah Code 15A-1-105(2)(b).
Fire Sprinkler and Fire Alarms Submittals and Inspections:
When installing new or modifying existing fire sprinkler and fire alarm systems in Kaysville City, it’s the Building Department NOT the Fire Department that handles the submittals and the approvals of plans and inspections.
Please apply for the commercial fire alarm/sprinkler permit and attach plans for review. Kindly reference the business address or building issued permit number. This will reference the plans to the existing building or tenant improvement and link the fire and sprinkler plans for deferred submittal.
