Fireworks Restrictions

Fireworks are permitted only in areas not designated as high fire hazard areas, and only on the following dates and times in July:

- July 2 between 11 AM to 11 PM
- July 3 between 11 AM to 11 PM
- July 4 between 11 AM to MIDNIGHT
- July 5 between 11 AM to 11 PM

- July 22 between 11 AM to 11 PM
- July 23 between 11 AM to 11 PM
- July 24 between 11 AM to MIDNIGHT
- July 25 between 11 AM to 11 PM

If you live within a designated high fire hazard area, fireworks must be discharged in a public park where they are permitted. You can view the high fire hazard area map here: High Hazard Area Map.

Increases on Utility Bills

Increases in Utility Bills

As part of the city's commitment to transparency and community awareness, we want to inform our residents and businesses about upcoming changes to your utility bills. Effective July 1, 2024 you will notice adjustments to several key service rates. These adjustments are in response to increased costs for services. Many of the increased rates are "pass-through" rates, meaning they are being adjusted by entities that help provide utility services to Kaysville residents, rather than being a decision made by the city. 

Garbage Rates:  

Due to rising operational costs and regulations, Wasatch Integrated has notified cities that their service rates will increase. Additionally, a slight adjustment has been made to the amount paid to our contracted hauler, Robinson Waste. These adjustments are necessary to maintain the quality and efficiency of waste management in our community. The new rates will be: 

-- Regular garbage can: $15.15
-- Additional garbage can: $11.40
-- Green recycling: $7.00
-- Recycling: $5.00

Residents with a single garbage can will see an increase of $1.40 per month.

Sewer Rates:

The Central Davis Sewer District (CDSD), which owns and operates the sewer system in our city, has announced a rate increase.  This is due to higher chemical costs to meet state regulations, increased expenses for biosolids disposal resulting from property loss due to the West Davis Corridor, and rising costs for infrastructure renewal, maintenance, financial stability, capital improvements, and reducing future bonding expenses and related costs. Users will see a $10.00 per month fee increase, with potential additional increases over the next four years. 

Power Rates:

The cost of purchasing and providing reliable electricity has also increased. Factors such as fuel prices, increased demand, limited supplies, among others, contribute to this increase. We are committed to delivering uninterrupted power while managing these increased costs responsibly. In an effort to assist low-power users, particularly those on fixed-incomes, the city has introduced an additional tier within the power rate schedule. The new rates are as follows:

Monthly Customer Service Charge: $10.00

Monthly Residential Summer Rates (July - September):
-- 0 to 400 kWh: $0.09044 (this rate remains unchanged for this tier)
-- 401 to 600 kWh: $0.09492 (new tier)
-- All additional kWh: $0.12713

Monthly Residential Winter Rates (October - June):
-- 0 to 400 kWh: $0.09044 (this rate remains unchanged for this tier)
-- 401 to 600 kWh: $0.09492 (new tier)
-- All additional kWh: $0.10713

The net effect for residential customers is a $1.00 increase in the customer service charge for all customers, and a 5% increase in the kWh cost for all usage over 600 kWh.

Kaysville’s 2024 Unsung Hero  

Jerry Goodspeed was named by Mayor Tran as Kaysville’s Unsung Hero for 2024 and will be honored at Kaysville's Patriotic Devotional as part of the 4th of July Celebration. The Patriotic Devotional will be held on Sunday, June 30, at 7:00 PM at Davis High School's Auditorium.

Jerry Goodspeed, a native of Washington, received his Bachelor of Science in Horticulture from Washington State University and his Master's in Plant Science from Utah State University. In 1991, he and his wife moved to Kaysville with their six children. Jerry began his Extension career at the Salt Lake County Extension Office in 1990. By 1994, he became Weber County’s first horticulture agent and the inaugural director of the newly-established Ogden Botanical Gardens. In 2014, Jerry also took on the role of directing the Utah State University Botanical Center in Kaysville. Throughout his 30-year tenure in Extension, Jerry has authored numerous newspaper articles, co-authored a wildflower book, served as an expert on various TV and radio programs, and earned regional and national awards for his exceptional work.

Under Jerry's leadership at the USU Botanical Center, several demonstration gardens have been established, including the Edible Demonstration Garden featuring over 100 fruit trees, berries, and vegetables; the expansive Varga Arboretum with over 450 tree varieties; and gardens dedicated to irises, ornamental grasses, dwarf conifers, perennials, and more. Jerry was also instrumental in the creation of the Davis Agricultural Heritage Center, which includes indoor and outdoor arenas, stalls, and parking, enhancing community access to educational and recreational opportunities across its 100 acres.

Located north of the USU Botanical Center, the Agricultural Heritage Center serves as a hub for diverse agricultural and western-themed events, preserving Utah's agricultural legacy. Mark your calendars for this year’s Summer Fun Fest on Saturday, August 3, 2024, featuring horse rides, animal encounters, a dog show, youth market, 4-H indoor exhibits, and a livestock auction, among other attractions!

Central 3 - Communities That Care

Central 3 CTC is a coalition of caring individuals working to unite residents, schools and local organizations in order to use a data-driven approach to address underage substance abuse proactively in the community. 

Central 3 CTC is still fairly new to our area, although it has had success in many communities around Utah and the nation. Because it’s so new, Central 3 CTC is looking for volunteers to participate in all work groups. The work groups include: Board Maintenance, Funding, Risk and Protective Factor, Resource Assessment, and Evaluation, Youth Involvement, and Policy.

Celebrating 35 Years of Dedication: Firefighter Brent Law's Journey with Kaysville Fire Department

Firefighter Brent Law was recently honored for his 35 years of unwavering service with the Kaysville Fire Department, marking a career defined by dedication, compassion, and community spirit. In a heartfelt ceremony attended by colleagues, city officials, and well-wishers, Chief Paul Erickson praised Brent's outstanding commitment, highlighting his dual role as both a firefighter and fleet coordinator for the Forest Service.

Chief Erickson recounted Brent's journey, which began in 1989 when he joined the department shortly after obtaining his EMT certification. Reflecting on his early aspirations, Brent initially considered a career in law enforcement but found his true calling in serving as an emergency medical technician and firefighter. Growing up on a farm in west Kaysville, Brent's upbringing instilled in him a deep sense of community and a desire to make a meaningful impact in people's lives.

Over the decades, Brent has witnessed significant transformations within the Kaysville Fire Department, from technological advancements to the expansion of medical services provided by firefighters. Chief Erickson commended Brent for his role in embracing these changes and for his unwavering dedication to improving emergency response capabilities.

During the ceremony, Chief Erickson presented Brent with a commemorative plaque, recognizing his 35 years of exemplary service and leadership. In his acceptance speech, Brent expressed gratitude to the mayor, city council members, Chief Erickson, and his fellow firefighters for their unwavering support throughout his career. He highlighted the strong camaraderie within the department, emphasizing that teamwork has been fundamental to their success in serving the Kaysville community.

Door-to-Door Solicitors

To protect your privacy and keep our community safe, Kaysville City has set clear guidelines for door-to-door solicitors. Here’s what you need to know:

Solicitor Badges: Every solicitor must carry and display a Kaysville City-issued badge. If they can’t show it, they are in violation and should be reported.
No Soliciting Signs: Solicitors must respect “No Soliciting” signs and should not attempt to contact residents at such homes.
Immediate Departure: If you ask a solicitor to leave, they must do so immediately and peacefully.
Solicitation Hours: Solicitation is only allowed between 9:00 AM. and 9:00 PM unless the resident has given prior permission.
Safety Tips: Teach your children not to let strangers into your home to ensure their safety.
Reporting Issues: If you notice suspicious activity or if a solicitor violates these rules, please contact the Kaysville Police Department.

Our third annual Lemonade Stand Challenge is underway! The Kaysville Police Department and the Kaysville Fire Department challenge you to host a lemonade stand this summer. Each agency will earn a point for every person in attendance at the stand (picture required). 

We look forward to this event each year and are excited to continue the tradition, strengthening our relationships with our wonderful community.

Free Summer Lunches

Free Summer Meals for Kids & Youth

The Utah Food Bank is offering Free Summer Meals for youth up to age 18 at the Kaysville Heritage Park (250 North Fairfield Road). Meals will be offered Monday through Friday from 10:30 to 11:30 AM and must be eaten on-site. This program is specifically designed to help feed kids and youth who are no longer benefiting from school meals during the summer months. A monthly cleanup of funeral flowers, floral pieces, and decorations will occur during the last week of each month.

DIY Water Audits

DIY Water Audits for Lawn Watering

The primary grass grown in Utah is cool-season grass. Cool-season grasses thrive best in spring and fall due to their growth cycles but can experience stress in summer from heat and inadequate water. One effective way to manage lawn quality and reduce water consumption is to follow the state watering guidelines specific to your area, which will indicate how often to water per week: https://conservewater.utah.gov/weekly-lawn-watering-guide/

Watering ½ inch per irrigation can be difficult to measure. The Weber Basin Water Conservancy District offers a free do-it-yourself water audit kit. When used correctly, this kit will help you understand your sprinkler system's application rate and the uniformly of water distribution across your lawn. This will help you to adjust watering times for each zone to achieve the recommended ½ inch of water, and identify areas that may be receiving insufficient water due to sprinkler system issues that require repair or improvement. You can pick up your audit kit at the Weber Basin Water Conservancy's Office located at 2837 E Highway 193, Layton, between 8:00 AM and 4:30 PM, Monday through Friday.

Kaysville business owners are invited to attend our Business Supporting Business meetings held the 2nd Tuesday of every month (unless otherwise noted) at the Business Resource Center at Davis Tech located at 450 Simmons Way, Kaysville, Utah. For over 35 years, Kaysville City has partnered with Bowman’s Grocery Store to fund a scholarship program that helps hundreds of young people in need participate in recreational sports. We invite you to support this wonderful program again this year and make a difference in our community.
